Luis Ortiz

Luis Ortiz is an international consultant with over 15 years of experience in impact measurement and evaluation across a diverse range of sectors including energy, telecommunications, petrochemicals, water, sanitation, and financial intermediaries. Specializing in Latin America and the Caribbean, he has a proven track record of enhancing development impact, deriving actionable insights, and advancing knowledge on impact measurement.

Throughout his career, Luis has led numerous project and institutional evaluations for multilateral development banks, including the Inter-American Development Bank (IADB) and the World Bank, focusing on improving project design and fostering development effectiveness. He has also held various positions, including serving as a member of the Board of Directors of the Inter-American Development Bank Group for nine years. His strategic contributions have significantly advanced policy formulations and project designs within these institutions.

Luis holds a Master of Public Policy Management from Georgetown University, an MBA from Missouri State University, and a Bachelor of Science in Finance from Missouri State University. He also completed courses at HEC Liège Management School in Belgium. Additionally, Luis is a wine enthusiast with a WSET Advanced Certification in Wines - Level 3, highlighting his passion for viticulture and wine tasting.
